Following an intensive consultation process with OHIM staff members, national Intellectual Property offices of the European Union and other major international offices and user associations, the OHIM has now published its Strategic Plan.

The plan defines each and every area of the Office’s activities from now until the year 2015 and consists of two basis pillars – Organisational Excellence and International Cooperation.

In turn, these two pillars support six major lines of action, which can be summarised as follows:

  • HR Reform and Cultural Renewal
  • Simplification and Modernization of Information Systems
  • Expansion & Optimization of the Working Environment
  • Establishment of the IP Academy and knowledge repository
  • Improvement and Broadening of Quality
  • Development of the European Network and shaping its external dimensions

For the Strategic Plan to be of any practical use, the mechanisms used to implement it must be clearly defined and its progress must be measurable in some way.

In the case of OHIM’s plan, each of the six Lines of Action outlined above lead to a specific programme with its own Governance Board to oversee it.

In turn, each of the programmes which stem from a particular Line of Action is made up of various different projects, all of which have a Project Manager and a specific Project Brief outlining each stage of action.

As each programme develops, the Office uses Balanced Scorecards to track the progress of the Plan’s implementation.
